Small Business Administration (SBA)

CDTFA Relief for Small Businesses

(Updated April 15, 2020)

Effective March 30, 2020 all taxpayers who file a return less than $1 Million dollars will have an additional 3 months to file their return, between now and July 31, 2020. If you qualify for this extension it is automatic and you do not need to apply.

Effective April 2, 2020 small business taxpayers can request a 12-month, interest free, payment plan for up to $50,000 of sales and use tax liability.

  • Taxpayers must have less than $5 million in taxable annual sales.

  • The deferred liabilities will be due in 12 equal monthly installments.

  • The requests should be made through the CDTFA’s online services.

Unemployment (California)

To apply for unemployment insurance, disability insurance, or paid family leave, contact the EDD. You can file for unemployment online or fill out a paper application. It may take the EDD at least 3 weeks to process your application. Apply online for faster processing.

CARES Act

The CARES Act expanded unemployment benefits. Here are a few key terms:

  • Unemployment benefits expanded to include part-time and self-employed workers, including contractors and gig workers.

  • Additional $600 per week to supplement state benefits

  • Benefits expanded to 39 weeks

EDD will begin accepting online applications for business owners, self-employed, and independent contractors under the Pandemic Unemployment Assistance (PUA) program on Tuesday, April 28, 2020.

COVID-19 and Mortgage Relief

Many banks are providing mortgage relief for individuals affected by the COVID-19 pandemic. The major banks - Bank of America, Chase, Citi, and Wells Fargo - have made public announcements. Contact your bank to see if they are providing relief as well.

If your property tax and insurance costs are included with your mortgage payment, you may need to pay that portion. Otherwise, you may have a shortage in your mortgage escrow account.

COVID-19 and Taxes

Federal

INCOME TAX RETURNS - The deadline for filing returns and making payments, regardless of the amount owed, is now automatically extended to July 15, 2020. Clients requiring an extension past the July 15, 2020 deadline should file an extension.

PAYROLL - Businesses that are not participating in the Paycheck Protection Program (PPP), may be eligible for the Employee Retention Credit. The Employee Retention Credit is a fully refundable tax credit for employers equal to 50 percent of qualified wages (including allocable qualified health plan expenses) that Eligible Employers pay their employees. This Employee Retention Credit applies to qualified wages paid after March 12, 2020, and before January 1, 2021. The maximum amount of qualified wages taken into account with respect to each employee for all calendar quarters is $10,000, so that the maximum credit for an Eligible Employer for qualified wages paid to any employee is $5,000. In anticipation of receiving the credits, Eligible Employers can fund qualified wages by accessing federal employment taxes, including withheld taxes, that are required to be deposited with the IRS or by requesting an advance of the credit from the IRS.

California

BUSINESS TAXES - California taxing agencies have responded to Governor Newsom’s March 12 Executive Order to provide relief to taxpayers impacted by the COVID-19 pandemic. Below are some key points:

  • Franchise Tax Board (FTB) announced extended deadlines for CA taxpayers affected by the COVID-19 pandemic.

    • Individuals - Filers whose tax returns are due on April 15 now have a 90-day extension to file and pay by July 15.

    • Partnerships, S-corporations and LLCs - Filers whose tax returns are due on March 15 now have a 120-day extension to file and pay by July 15.

    • Corporations - Filers whose tax returns are due on April 15 now have a 90-day extension to file and pay by July 15.

    • Quarterly estimated tax payments due on April 15 now have a 60-day extension to pay by July 15.

    • Taxpayers who experience any difficulty in filing or paying, as a result of COVID-19, are deemed “affected by the COVID-19 pandemic” and are included in this relief.

Los Angeles County

REAL ESTATE TAXES - The second installment of real estate taxes was due on April 10, 2020. Property tax payments were not extended. Individuals can pay by mail or online. The County assessor’s office is currently closed, and you will not be able to make payments in person. In order to pay online, you need a copy of your original property tax bill. Pay your LA County real property tax here. Persons who missed the April 10, 2020 deadline may ask for a cancellation of penalty online here.
